V3 support

Problem/Motivation

Seems that CMP v3 is not supported

Steps to reproduce

if you put in the CMP id the banner never comes up

Proposed resolution

Upgrade to v3 or allow to choose the version to use but usercentrics seems to only allow the latest v3 on the new accounts. Or perhaps create a different version of the module for v3 of the UC script ?

Remaining tasks

This is just a start patch that will make the baner show up but it probably will not not consider any other v3 settings that might exist.
