The schema yml defines this module's schema incorrectly, so that Drupal thinks it's missing.

On the jquery downgrade settings page, there's a big warning at the top of every page:

No schema for jquery_downgrade.settings. These errors mean there is configuration that does not comply with its schema. This is not a fatal error, but it is recommended to fix these issues. For more information on configuration schemas, check out the documentation β†’ .

This line from jquery_downgrade.schema.yml:
config.schema.jquery_downgrade:
should be this instead:
jquery_downgrade.settings:

And the file needs to be moved into a schema subdirectory.
Path should be config/schema/jquery_downgrade.schema.yml
