System path should match the place in the menu structure

Problem/Motivation

The position in the URL structure of the settings form (/admin/config/entity-usage/settings) doesn't match the place in the menu structure below /admin/config/content.

Steps to reproduce

Go to /admin/config/content
Notice Entity Usage Settings is shown as one of the items below this level
Click the menu entry for Entity Usage Settings
Notice the URL no longer includes /content

Proposed resolution

Add /content to the routes of this module.

The settings and batch screens will be correctly shown within the menu structure.
