Module won't uninstall cleanly, getting PluginNotFoundException the "me_tabs" plugin does not exist

There are no references to the tabs layout in my configuration. I've deleted all the tabs paragraph types, and removed it form the list of available layouts to all enabled paragraphs.

Still, when I run drush pmu mercury_layouts I get the following white screen of errors, only solvable by re-enabling the module.
