Explore deprecating hooks in .inc files

Problem/Motivation

In order to meet bc needs for hook discovery we scan all .inc files and store the file it is found in.

This means that we now technically autoload .inc files.

Now that we have oop hooks we should deprecate hooks in .inc and only allow procedural hooks in .module files.
