Fix PHPUnit tests that fail in Core 11.3-dev

Problem/Motivation

Three PHPUnit tests fail when running with Core version 11.3-dev. This is not apparent in the regular pipelines because OPT_IN_TEST_NEXT_MINOR is not set to 1, so uses the default value of 0.

The tests that fail are

  • testSettingsTranslate
  • testDateTime
  • testWebformScheduledEmail
