Adjust stripe api version to work with the module's charges implementation

Problem/Motivation

After updating commerce_stripe module, an issue started ti appear that the created intents do not include charges

Steps to reproduce

• Create a recurring order with stripe wallets
• Try to create a subsequent order
• Observe the error saying that intent does not have charges

Proposed resolution

Set a specific API version to be compatible with the module's implementation
