TacJS changed its asset location in v7

Problem/Motivation

Tacjs has changed the location of the CSS required for tarteaucitron in its version 7 to prefer the external library.

Steps to reproduce

Install drupal/tacjs:^7 with dsfr theme, open the cookie popup.

Proposed resolution

Also add the new URL in libraries-override in the .info.yml :
