Book navigation block (prev/next) without TOC on top level book pages

Problem/Motivation

I use the book navigation block in a sidebar region to allow navigation through the chapters of a book. This works fine!
I also use the book navigation at the bottom of all pages in order to allow navigation to next/previous book pages.

As a result, every top level page of a chapter displays the TOC of the included sub-chapters above the previous/next navigation panel. In my case the top level pages of every chapter have other content. Therefore, I would like to remove the TOC entries at the buttom, but keep the previous/next navigation there.

Is there a way to do so?
