[CI] Performance pipeline execution drops warmed caches

Problem/Motivation

Performance pipeline execution drops caches warmed in commit and daily pipelines, since it's not fetching/forwarding the branch artifacts.

Proposed resolution

Run lint cache stage but add condition that will not run the cache warming commands so it only loads and uploads the artifacts.
