Missing dependency of layout_builder module in .info file.

Steps to reproduce

Install a fresh site and enable layout_builder_dynamic_tabs.
layout builder module will be inactive.

Proposed resolution

Add these lines to dependency of .info file.

  - drupal:layout_builder
