When using Bigpipe, the dependencies of libraries are reordered, However since this locale.js asset doesn't have a dependency on core/jquery, Bigpipe doesn't calculate this into reordering the files.
Enable jq_ui
Enable Bigpipe
Head to a page where one of the jquery_ui components are being used
Add a dependency to core/jquery in the libraries file
