No build process builds all CSS types

pnpm run build and pnpm run dev build main.css based on classes Tailwind finds, but do not build components' .tailwind.css files. pnpm run storybook builds the .tailwind.css files, but does not build the main.css. All three processes should build all CSS types when any relevant file changes.
