Problem/Motivation

Fix implicit nullables across the board, e.g

Deprecated: Drupal\tfa\Form\TfaOverviewForm::buildForm(): Implicitly marking parameter $user as nullable is deprecated, the explicit nullable type must be used instead in /data/app/modules/contrib/tfa/src/Form/TfaOverviewForm.php on line 108 and friends
