Make action labels translatable in config translation

Problem/Motivation

If I create the ECA VBO actions, the labels cannot be translated in config translation UI.

Steps to reproduce

Create a ECA VBO action and try to translate a label via the config translation UI.

Currently I do not see any way to translate the labels. It would be appreciated, if you could point me there.
