Group Purl 3.x plan

Problem/Motivation

We are currently using Group Purl and Purl with Group 1.x sites. Group 1.x is going end of life and will not be updated for Drupal 11 (see the table on the Group → project page).

The PURL module has been brought back to Drupal.org, and has a patch for Drupal 11.

Group Purl needs to get updated to be compatible with Group 3 and beyond.
