Allow Mercury to act as a starter kit

Problem/Motivation

For site templates to be viable, we need to be able to easily fork Mercury into a custom theme -- i.e., it has to be usable as a starter kit. Core already provides a ton of infrastructure for this (the drupal generate-theme command) but we need to provide a starter kit configuration file for it to work.

This won't prevent people from using Mercury as their actual runtime theme, but it will also give us a path forward for actual site templates that need to move forward with Mercury.
