Hardcoded timezone

I have created a patch to fix the issue.

@deepak tomar, I tested this module on Drupal Version 10.3.1-dev. There are a couple of errors I got on the configuration page and while I was tried the patch- "3544219-2-content-notify-timezone-fix.patch" I got an error- I have attached the results here-

Thanks @sandeep_k for sharing the update, i am looking into this and will share the fix.

I have checked the patch, Please add this in composer.json and run composer install.
This patch is working fine for me.
