Postponing until designs are added. Once added, lets update the issue summary to mention any additional changes in the design beyond the hover styling. If any of the proposed design changes have functionality impacts, it's also reasonable to move those to dedicated issues so this one can focus on visuals.

I spotted a small bug in the Manage Library tab: SDCs and Block components have cursor: default on hover but JS Code components have cursor: grab;
@hooroomoo, you mentioned that you had already done this in an ongoing MR. Is that something that's landing soon? If not, can you please point us to what to cherry-pick?
