Remove CI workaround for LockBackend::releaseAll()

Now that 🐛 Functional tests attempting to release locks for a no-longer existing site throws an exception Active we need to update CI to either not apply the patch there at all or only on those versions that do not have it yet, not sure.

Fix CI!

This will also need to be cherry-picked to 8.x-1.x.
