SDC + named aggregation groups results in multile aggregates with same library

Problem/Motivation

I'm seeing multiple evaluations with our named aggregation groups of our SDCs. I've done a bunch of dumping of variables at various stages, and it seems to be preserving the group name all the way through hook_js_alter for the component libraries, yet they still end up getting into multiple aggregates. There could be something unexpected happening with how we're setting them as already loaded that fails with SDCs.
