l10n_community is missing l10n_pconfig dependency

Problem/Motivation

If l10n_community is installed but l10n_pconfig is not, the welcome page shows the following message:

Uninitialized plural formula. Please set up the plural formula in the language configuration or alternatively import a valid interface translation for Drupal in this language.

This cannot actually be rectified until l10n_pconfig is installed.

Steps to reproduce

Install l10n_community and not l10n_pconfig.

Proposed resolution

Add the missing dependency.

User interface changes

None. The same message may still be displayed if the formula is missing, but now it's always possible to actually fix the situation.
