Clicking + in column only adds one Paragraphs type (all are available)

I add a Layout Paragraphs section with multiple columns. I click the + sign inside of a column expecting it to ask which type to add (I have 3 types enabled). It selects one automatically and I cannot add a text or image paragraph type.

This must actually work somehow or the product wouldn't be useful. I wish there was documentation to help me with my configuration. What am I missing? How do I get this basic thing to work properly?
