Add YAML support for the SetToolOutput action plugin

Problem/Motivation

Setting the tool output is currently a textarea. That can contain long text including tokens, but it could also contain an entity, a field list, or DTO. All non-scalar values will later be encoded as JSON.

However, sometimes you want to write structured output directly, and there we should allow for our existing YAML support. That will then later be transformed into JSON by the tool event response.
