User sync with empty email is broken

Problem/Motivation

When a user gets created without an email address, e.g. with drush, the user sync search for a user with an empty string and therefore finds all users. And it then assumes, that the first one found is the that is a match.

Proposed resolution

Never search for an empty string, search for the username instead in that case.
