With Drupal 12 new complexities arrise. With 10.1 having support for fallbacks. The version update system needs refactoring to make sure we have an easier time next time, and have better testing what happens when coming from different version restrictions.
Also since in the d10->d11 cycle part of submodules did not get updated we need to add new logic to support that properly. A lot of submodules did not get updated info.yaml's with the new major. Fun.

This is the merge request with the work.
First i made the changes in d11 so i knew tests are green in the new code. Then migrated the code to de d12 branch and worked on more edgecases.
