Override time zone per field

Problem/Motivation

We have courses in different global regions and we'd love to be able to set the time to show in a specific time zone for each instance. I can override the time zone for the entire field, but we have multiple Smart Date fields per paragraph, so that won't work.

Proposed resolution

In the field where you can enter date and time, add an option to specify time zone (if not default).
