Adjustment Table Field Formatter Table Display Oddity

The new Adjustments Table Field Formatter Displays Adjustments in a table style format.

If no adjustments exists, it displays nothing.

If adjustments exist, it displays them using the table format.

In one edge case, if:
Adjustments exist (e.g. for the "Fee" type)
The Field Formatter is configured to display only Adjustments of type "Promotion'

The, the table header will be displayed, with no data.

We should not display the header if no adjustments exist for the filtered type.
