Add settings for sending end user IP addresses to Sentry

Problem/Motivation

In v7, we should add settings for enabling the capture of end-user IP addresses on the JS and PHP sides.

Steps to reproduce

Proposed resolution

The JS side can enable the sendDefaultPii option. The PHP side can add if statements to the existing code which captures IP address.
