Add Feature flag for personalization

Overview

xb_personalization will contain all the pieces for personalization features, but we are not at a point where the UI can be built using the Extension API.

So we will need a feature flag in the meantime that can be used in the client, as xb_ai does.

Proposed resolution

Add a feature flag personalizationExtensionAvailable in drupalSettings.xb

User interface changes

None, but will show/hide the personalization elements.
