Administrator Configuration page not displaying properly

I have a website that I just upgraded from Drupal 9.5.11 to 10.5.2. The upgrade completed with no obvious errors and the site appears normal in every respect except one. When logged in as an Administrator and I go to the Configuration menu choice, the page does not display properly (see attached screenshot).

Now, I can access the individual items that would display on that page by using the direct URL to that item. It's just that the page doesn't display as it should.

I have looked into everything I can think of, but my Drupal expertise has its limits. I would welcome any ideas or suggestions anyone might be willing to offer. It would be very much appreciated.

    • The contents of the Configuration sub-menu item shown at /admin/structure/menu/manage/admin. This is the menu you see when browsing to /admin/config
    • The composer.json file.
    • Information about any custom code.

    The menu is quite large so it took a few screenshots to get the whole thing. They and the composer.json are attached. There is no custom code on the site.

    At a glance, the problem is likely the menu. Unfortunately, your screen shots break at a key junction. At just a glance it looks like some key menu items were moved by someone or something to be below the "Workflow" item, and mostly empty menus were left immediately below the "Configuration" item.

    For your reference I am attaching what a newly-installed Drupal 11 menu from /admin/structure/menu/manage/admin looks like. I think you will note some differences under the "Configuration" sub-menu item. I suggest you relocate menu items like "Content authoring" to be properly-situated below "Configuration", which should fix your problem.
