Folder for new code components

Overview

Allow code component authors to select a folder for a newly created code component.

Proposed resolution

1. Extend the code component creation dialog and allow selecting a folder.
2. Allow creating a new folder on the fly. Handle potential name collisions the same way it was handled in ✨ Displaying and creating folders Active .
3. Selecting (or creating) a folder should be optional.
