Translate doesn't work when "Language" is set for language selection.

Steps to reproduce (required for bugs, but not feature requests)

Enable AI CKeditor button in a text format, enable Translate plugin inside AI Tools, select "Language" for "Use languages or taxonomy terms for language selection." field.
When you use the Translate plugin inside CKeditor, the 'Choose language' field is populated with taxonomy terms instead of site languages.
