Make entire submenu item (including description) hyperlinked within primary menu

Lets make the entire menu item (within a dropdown) clickable. By increasing the tap-target size, it decreases users' frustrations (by having to make them work to find the hyperlink), as well as increases accessibility (for those who might not have fine motor control).

Testing instructions

Make sure the entire thing is hyperlinked. Test on both mobile and desktop.
