Local Tasks Bar for "Update Modules" is double

Problem/Motivation

Elements from the local task bar for "Update Modules" are shown twice (List List Update Update Update Extensions Update Extensions) Uninstall and Settings are not.

Steps to reproduce

Install Drupal CMS 1.2.3. Navigate to /admin/reports/updates/update
