D11-compatible stable release with Drupal's security advisory policy

Problem/Motivation

Currently only the 3.x branch of the openid_connect module is compatible with Drupal 11.
But only the 1.x branch of the openid_connect module has a stable release.

This means it is not possible to install an openid_connect release that is covered by the security advisory policy in Drupal 11.

Proposed resolution

The best way forward is, of course, to make the 3.x branch stable. However, I'm not sure how long this will take.
Therefore, I suggest checking whether we can make the 1.x branch compatible with Drupal 11 and, if so, creating a stable release for it.
