Try loading raw model data regardless of configured storage mode

Problem/Motivation

The storage mode for raw model data is configured for the Drupal site for each combination of modeler and model owner. This is used for storing models. However, when loading (or importing) models, they could still come with raw data in a different place than the current site setting. In that case, try to find the model data in other places before falling back to empty raw data.
