Add update path for migrating to tagify

Problem/Motivation

If the module is officially recommending moving to tagify, then there should probably be a sufficient migration pathway for it.

Proposed resolution

An update path should be provided for this.

The Thunder distribution already has something similar here.

It could be a simple Drush command or an update hook.

Remaining tasks

Provide an update hook or Drush command for the migration.
