Does not work with the Publish Content module UI

Problem/Motivation

I have registered this as a BUG rather than a feature request given how fundamentally intertwined these two modules are.

The Publish Content module → provides more granular permission RE publishing content but more relevant here, it also provides a Local Task tab which is very useful...

Problem is, when you click the Publish tab, the Publish Content module is able to go ahead and perform the publishing without being intercepted by this module (Require on Publish).

The Publish Content module uses a path shaped like this to do its work...
