Improve test coverage to test the import code path

Problem/Motivation

🐛 Configuration translations cannot be shipped in modules/profiles Active revealed that we are only testing the export code path of the transform subscriber, not the import one, at least not as thoroughly as I thought.

Proposed resolution

Increase the test coverage.
