Views UI integration intermittently disappears

Problem/Motivation

Views UI integration intermittently disappears. I verified the module is enabled. Purging various and then all the caches did not correct. Reinstalling the module does, but it is only temporary. See attached images.

Proposed resolution

I'm not sure what is is causing this (and I didn't do any debugging), but hook_views_pre_render seems like an odd place to attach a modification to the Views UI.
