Make sure the BPMN elements don't get duplicate IDs

Problem/Motivation

As the bpmn_io code applies elements IDs that start with the plugin ID for better readability of the config yaml, this needs to take extra care that IDs don't get applied twice. At the same time, only set a new ID if the current ID doesn't yet follow the pattern.
