Add GitLab CI support and a test to confirm that all components work with XB

Problem/Motivation

Right now, we get a lot of unexpected breaks as XB evolves and Mercury keeps pace. There is no automated testing set up. We need to change this.

Proposed resolution

Add XB to Mercury's dev dependencies and set up a standard CI job that runs a test which installs Mercury, installs XB, and confirms that all Mercury components are created without error.
