Require PHP 8.3 in the 3.x branch

Cool, all tests are passing both on PHP 8.3 and PHP 8.4.

Initially I reverted it back to 8.1 to give support to D10.3. Since 10.3 supports 8.3, sites taht want to move to 3.x will have to move to PHP 8.3 first.

Yeah I am guessing that users deciding to move to 3.x will probably be doing this as part of a D11 update. Thanks for the review!
