chart not loading on summary page

Problem/Motivation

charts are not loading at all on summary page /admin/reports/google-analytics-reports/summary

I've installed charts module and google charts module
configured the charts module and selected google charts as default
included google charts library in code base but charts don't load at all.
no console error
