Allow to create project for ban module in contrib

As per 🌱 Deprecate Ban module Active , we're trying to create a contrib project for the ban module, but it is a reserved name.

Create the ban project and assign mstrelan as the owner, or allow creating the ban project

I believe there will be more packages.drupal.org coordination needed when the module is being removed from core.
