Simplify TextareaWidget #after_build callback

Problem/Motivation

The #after_build callback currently calls a function that then passes settings through to another callback but this can fail when the form is in a modal as in the case of drupal core 11.2.

Proposed resolution

Remove the middle man and just pass settings as an element property.
Remove the callUnsetFilters() callback.
Remove the static property for field as its no longer needed.
