Consider generic checkout instructions for payment gateways

In ✨ Show a configurable message to customers when Affirm is selected in checkout Active we had a need to add instructions to the checkout form when a payment gateway was selected, not just to the checkout completion page / order receipt. I'm not sure what shape it should take as a core feature, but I'm opening this as a placeholder feature request.
