Group Welcome messages are not sent in the user's preferred language.

On a biulingual English / French site. If a user with an interface language preference of French joins a group that has a French Translation and a welcome message in French. The Welcome message they receive upon joining is still in English.

Here is a patch that loads the Welcome message in the right language.

Applied patch. Masqueraded as a user w/ interface language preference set to French and tried joining a bilingual Group. Correctly received the French welcome message instead of English one.
