Plugins setConfiguration should always return void

Problem/Motivation

Base classes and traits of plugins (event, action, and condition) are defined differently, some of them return self. That's not coherent with the setConfiguration of \Drupal\Component\Plugin\ConfigurableInterface.

Proposed resolution

Couldn't find any usage of methods that expect a return value, so let's remove them for ECA 3
